What Is the NIST AI Risk Management Framework?
The NIST AI Risk Management Framework (AI RMF) is a voluntary framework developed by the National Institute of Standards and Technology to help organizations manage AI risks. Released in January 2023, it provides a structured approach to identifying, assessing, and mitigating AI-related risks.
Unlike regulations, the AI RMF is not mandatory. However, it's becoming the de facto standard for AI risk management in the United States and is increasingly referenced in contracts, RFPs, and procurement requirements.
The Four Core Functions
1. GOVERN
Establish and maintain organizational AI risk management governance:
- Define organizational policies and procedures
- Assign roles and responsibilities
- Establish risk tolerances and thresholds
- Create accountability mechanisms
- Foster a culture of responsible AI
2. MAP
Establish context to frame AI system risks:
- Identify AI system purposes and stakeholders
- Understand the operational environment
- Document system capabilities and limitations
- Assess potential impacts on individuals and groups
3. MEASURE
Analyze, assess, and track AI risks:
- Develop metrics for risk measurement
- Test and evaluate AI systems
- Monitor system performance
- Track risk indicators over time
4. MANAGE
Prioritize and address AI risks:
- Prioritize risks based on impact and likelihood
- Implement risk mitigation strategies
- Document risk treatment decisions
- Communicate risk information to stakeholders
Implementation Roadmap
Phase 1: Foundation (Weeks 1-4)
Establish governance structures:
- Assign AI RMF implementation owner
- Form cross-functional AI governance committee
- Define organizational risk appetite for AI
- Create initial AI policy framework
Phase 2: Mapping (Weeks 5-8)
Understand your AI landscape:
- Inventory all AI systems
- Categorize systems by risk level
- Document use cases and stakeholders
- Identify potential impact areas
Phase 3: Measurement (Weeks 9-12)
Establish assessment capabilities:
- Define risk metrics and KPIs
- Implement testing procedures
- Create monitoring dashboards
- Establish baseline measurements
Phase 4: Management (Ongoing)
Operationalize risk management:
- Implement risk treatment plans
- Establish incident response procedures
- Create continuous improvement processes
- Maintain documentation and evidence
Key Success Factors
Executive Sponsorship
AI RMF implementation requires leadership support and resources.
Cross-Functional Collaboration
AI risk management spans technical, legal, and business functions.
Integration with Existing Processes
Embed AI risk management into existing workflows rather than creating parallel systems.
Continuous Learning
The AI landscape evolves rapidly. Your risk management approach must evolve with it.
